I don't know what is best but I can advise what not to get. In my opinion some ballast for 00 grade is too large for use on an 00 layout. I would get ballast for N gauge. I used Woodland Scenics medium grey which is O.K. I think these are real stone chippings. Robert P.S. Just realised that you haven't said what gauge your railway is.
